How We Work in the Shire

We work in the Sutherland Shire local government area only, from the ocean at Cronulla and Kurnell to the river suburbs, the Menai district and the upper Shire beside the Royal National Park.

We're a Wollongong builder and say so. Our office is in Unanderra and our published homes are in the Illawarra and on the South Coast; the process and the fixed-price contract are the same here.

What Changes From Bate Bay to the Upper Shire

One council and one process. The land changes: beach, bays, rail-line streets, river slopes, valley and bushland.

Cronulla, Woolooware, Kurnell, Caringbah and Taren Point

    Sutherland Shire Council

The ocean side of the Shire, around Bate Bay and out to Kurnell on Botany Bay. Salt-laden air sets the specification for cladding, fixings, glazing and roofing, and lots near the water can carry coastal or flood controls that show on the section 10.7 planning certificate.

Caringbah South, Burraneer, Dolans Bay, Lilli Pilli, Yowie Bay and Gymea Bay

    Sutherland Shire Council

The peninsulas and bays on the north shore of Port Hacking. Streets fall steeply to the water, so many lots start with a detail survey and a geotechnical report, and waterfront lots bring foreshore controls into the design from the first sketch.

    Sutherland Shire Council

The established suburbs along the Illawarra line, with plenty of older brick and fibro houses on regular blocks. This is where owners most often weigh a second storey against a rebuild, or ask whether the lot is big enough for two homes.

The Georges River side of the Shire, from the bushy slopes of Como and Bonnet Bay to the canal lots of Sylvania Waters. Waterfront and sloping lots dominate, and flood and foreshore controls can apply lot by lot.

The Menai district and the Woronora valley, where many homes back onto bushland. Where a lot is mapped as bushfire prone land, the Bushfire Attack Level sets the construction standard and the approval pathway often changes.

What We Build in the Sutherland Shire

Each page covers the process, the approvals and what drives the cost.

    Knockdown rebuilds

Swap the tired house for a new one on the land you own: demolition, approval and the build in one fixed-price contract.

    Knockdown rebuilds: how it works

    Custom homes

A new home designed around your block and how you live, seen in 3D first and priced in full before you sign.

    Custom homes: how it works

    Duplexes

Two homes on one Shire lot, starting with whether the lot meets the dual occupancy controls, then design, approval and title.

    Duplexes: how it works

    Renovations

Whole-house renovations and rear extensions, with the usual old-house surprises investigated and priced before contract.

    The process

    How a Shire Project Runs

The same six steps as every CKS Projects home, with approval through Sutherland Shire Council or a private certifier.

    Step 01

    Call

A free discovery call: block, brief, budget. If the project isn't a fit for us, or another route would serve you better, we tell you then.

    Step 02

    Site visit

Keiron Moore inspects the lot: fall, access, soil, orientation, services, and the overlays on the planning certificate that decide whether it goes to Sutherland Shire Council or a certifier.

    Step 03

    Design

Plans developed for the site and your household, with 3D renderings and a virtual walk-through to check the layout before anything is built.

    Step 04

    Price

Working drawings, engineering and BASIX as one package, then a detailed fixed-price tender before a contract is signed.

    Step 05

    Approval

A complying development certificate from a certifier or council where the lot qualifies, or a development application to Sutherland Shire Council, managed to determination.

    Step 06

    Build

The CKS Projects team and its trades build it, with regular site meetings and an online client portal showing the schedule and the latest site photos.

Who Is Behind Builders Sutherland Shire

Builders Sutherland Shire is a business name of CKS Projects, a boutique residential builder based in Unanderra, Wollongong. CKS Projects isn't a volume builder and has no display homes: each house it builds is designed for its own block.

Its Managing Director, Keiron Moore, has more than 25 years in residential building and assesses every site himself. You deal with the builder from the first visit, and one team carries design, approval and construction under one fixed-price contract.

    Common questions

Building in the Sutherland Shire: FAQs

Are you based in the Sutherland Shire?

No. Builders Sutherland Shire is a registered business name of CKS Projects Aust Pty Ltd, a Wollongong builder whose office is at Unit 45/7 Waynote Place, Unanderra NSW 2526. We take on work across the Shire, Keiron Moore comes to your block for the site assessment, and the CKS Projects team builds the home.

    Which suburbs are covered?

Cronulla, Woolooware, Kurnell, Caringbah, Taren Point, Caringbah South, Burraneer, Dolans Bay, Lilli Pilli, Yowie Bay, Gymea Bay, Miranda, Gymea, Kirrawee, Sutherland, Jannali, Kareela, Loftus, Como, Oyster Bay, Bonnet Bay, Sylvania, Sylvania Waters, Illawong, Menai, Alfords Point, Bangor, Barden Ridge, Woronora, Woronora Heights, Engadine, Heathcote, Yarrawarrah and Grays Point. Elsewhere in the Shire, ask on the discovery call.

Which planning rules apply in the Shire?

Development applications go to Sutherland Shire Council under the Sutherland Shire Local Environmental Plan 2015. Many projects can instead be approved as complying development by a private certifier, if the lot and the design meet the state standards.

I'm on the water. What changes?

Waterfront lots on Port Hacking, the Georges River and the Woronora River often carry foreshore and flood controls, and usually fall steeply to the water. The planning certificate and the council's LEP maps show which controls apply; we read them before design. See waterfront and sloping blocks.

My block backs onto bushland. Is it bushfire prone?

Possibly, particularly in the upper Shire and the Menai district. The section 10.7 planning certificate says whether the lot is mapped as bushfire prone land. If it is, the design must meet the NSW RFS Planning for Bush Fire Protection 2019, and the Bushfire Attack Level sets the construction standard.

Can I put a duplex on my Shire lot?

Possibly. Since 1 July 2024, dual occupancies have been permitted in the R2 Low Density Residential zone across NSW, but the Sutherland Shire LEP 2015 has its own clause on minimum lot sizes for dual occupancies, so we check your lot against it first. See duplexes.

Who holds the licence and insurance?

CKS Projects Aust Pty Ltd holds NSW Contractor Licence 258735C (Builder). Keiron Moore holds NSW Qualified Supervisor Certificate 69005S. Your contract is with CKS Projects, and home building compensation cover for work over $20,000 is arranged in CKS Projects’ name before a deposit is taken.

    How does it start?

A free, no-obligation discovery call: use the form at the top of this page or call 02 4271 5132. If the project suits us, Keiron visits the block, then a detailed fixed-price tender follows before any contract.
